I saw this on Twitter that seems to indicate that something like that could be the case.

I think it's more like a lottery system. It's not for every concert. Some concerts seem to be restricted to fan club members only (or maybe fan club members get first shot at the tickets) -- they send in an application, and then the organizers choose by lottery who gets the tickets. After two weeks, there's another chance (because some of the "winners" decide they won't go after all). Very complicated system -- and only with certain groups (like those associated with the Johnny's agency).

As mentioned its more like a lottery system. Not for all concerts, it depends on where you buy the tickets from. If it is really popular, but seats are limited, you will be put into a lottery. Again, it doesn't happen for all concerts, but foes for some.

Simply, if a concert is popular, more people would apply for its tickets than the number of seats. So they would have to win lottery for tickets.

The word "elected" there means winning a lottery.

I think you used Google Translate or something. But the word 当選 means both winning a lottery and elected. I think you took this word in a wrong way.
