If you want to follow a celebrity you need to join her fan club as they will state when she will next be in public. Celebrities are allowed to have a private life and going to their house isn't acceptable as you don't know them and can be seen as harassment. In Hollywood I believe they do offer tours where they drive past a celebrity home so you could try that
