who reads my tweets on twitter?
When I tweet something and a non follower looks me up and reads my tweets, can I tell who looked?

No, unless someone is a follower of your tweets, you cannot tell who they are. Twitter protects the privacy of both logged-in non-following users, and of anonymous (non-logged-in, Twitter-accountless) people.
