instagram problem, please help!!!!?

So on instagram for some reason I can only comment on people who follow me. When I comment on someones picture(who doesn't follow me) and hit refresh my comment just disappears. I can't comment on any pictures in the popular page. Is there anyway to fix this? I don't want to make a new account. I already tried uninstalling and then re installing the app and turning off/on my phone and it still happens. The app is up to date. I thought it was because my account was on private so I turned it off and tried again and it still happens.
