Guy confusion, does he like me (w/list)?

reasons why he wouldnt:
-doesnt follow me on instagram
-didnt do ANYTHING today for valentines day, not even approached
Signs:
-will glance at me often, has stared before
-tried to join my conversations but failed
-touches me A LOT as in my arms lol
-sat next to me three times
-shows off in front of me
-acts nervous and quiet around me
-ALL his friends smile and look at me a lot
-some of his friends have teased ME as in playflirting
-avoids me all the time (not sure if its good or bad)
Im pretty sure he knows i like him .. why didnt he show any signs today for valentines day? Why doesn't he follow me on instagram?

Sounds like he's trying to drop hints without seeming too desperate. Most guys, myself for the longest time, have no trouble with the build up but struggle on pulling the trigger. He's probably at home right now, kicking himself for not asking you out today.
