If my Twitter account is protected, do people get notified when I follow them?

Someone told me that people don't get the notification because my account is protected, but I don't know if it's true.

When your tweet account is protected and you decide to follow someone, he is notified and he then must follow you and then you shold confirm that you are following him, Then your site is unblocked and he can see your tweets, your followers and who follows you, and also he can send you a Direct Message.
You don't need to unblock him and he never will have access to yous tweet if you don't unblock
It happens to me sometimes, and when someone whos account is protected doesn't unblock the protection for me, I simply block him!
