Needing help with Pokemon Bank?

Okay so all my pokemon groups on facebook have been raving about how Pokebank and Transporter have been released in US (apparetly it's also released in Japan, New Zealand, Australia, and Europe) All of my friends have been able to download it and their all transferring their pokemon over.

Heres my problem: I can access the Eshop and everything but the Bank and Transporter dont show up at all, my system is up to date and restarted it multiple times, disconnected and reconnected to my internet etc. None of its working at all.

Does anyone know how to fix this or tis this happening to anyone else?

I live in Louisiana by the way if location matters.

Search for "poke" and it should come up either on the beginning of the first page or the end of the last. You'll find the bank. Install the app and it will then give you an option to install the transporter app.
