This boy looks at me a lot and followed me on twitter but not on instagram?

This boy looks at me alot. He's really popular. He is in my gym class. 2 nights ago he followed me on twitter, and then yesterday during gym class we had to do square dancing, and im in his square. He kept looking at me a lot, and i saw him a lot yesterday and he was looking at me. We've never talked before though. I followed him on instagram yesterday but he never followed me back, and i know he saw it because he followed another account. Why would he follow me on twitter, stare at me, and all, but not follow me back on instagram? thanks
