Are there any apps or websites that let you make friends?

I have a average sized circle of friends that I sociallize and interact with at least twice a week but i'd like to make more friends with people around my area. I don't get tired of my friends I just have this curiosity to make more friends that have my similar interests. Please don't reccomend sites like Omegle/Chatroulette. I've tried those sites already and I am not satisfied with those apps hence they do not work for me for obvious reasons. If you do recommend a phone app please make sure it's an app that is compatible with Windows(I have a Nokia Lumia 1020). The app does not have to be a phone app either you can recommenced an app through facebook as well. The ideal app/website would have the profile feature where I can list my interests as well as a picture. But it doesn't have to have one. As long as it allows me to meet new friends. Also I don't like chatrooms where 50 people are typing at once. I like talking in chats where I talk to someone one on one. Please leave a few recommendations for me also please describe your experience using the app/website.
