How can I have a gif pic on twitter?

I searched everywhere, and all I tried it doesn't work. The fact is even actual and new twitters some have gif pictures which move, and I don't understand how did they do that.
Any guess or do you know how to do it? thanks

Afaik Twitter disabled this, however they let people keep gifs uploaded prior to that.
If by "new twitter" you mean you definitely know they created their account this year, you're mistaken.
