please comment about bangladeshi capital market.is it cheating market?

last 1.5 years that market continuously down and down.... last year 10 people had suicide for loosing there capital... in 2010 index was 8900 and now it is only 4000...

There was a scam perpetrated on mostly small investors on the BD Capital Market in 2010/2011, but that purportedly has been cleared up. Overall, companies listed there were simply not performing well over the last year and a half, after a big run-up in prior years. Here is some more information and performance charts:
