facebook group owner charging money for posts?

A facebook group owner removed posts promoting a local business. In order to post in that group, the administrator is asking for a payment. I understand that admin may not want an ad in their group bu is it legal to charge for an ad? Wouldn't that income need to be reported to facebook? and/or IRS?

Obviously income needs to be reported. This is not a matter of legality but whether it meets Facebook rules. You would need to check Facebook for that.
