No. A social networking site is where you go if you want to chat, post pictures, and generally socialize with others. Yahoo Answers is a Q&A forum; users are supposed to ask questions and receive answers. One of the reasons why "chat" is considered a violation of the CG is because you're not meant to treat this site like Facebook or Twitter.

Yahoo Answers is not really social networking although there is a social component to it. Yahoo Answers is more of an online forum of sorts.

Social networking is more directed at websites which allow you to connect and socialize with individuals or groups, "friending" or "following" other users, and easily interacting with them specifically. The obvious prime examples are Facebook, Google Plus, Twitter, and yes even MySpace still.

That is not something that Yahoo would like to be knows as even though it is accurate.
They are still holding onto the myth that this a q&a site all while linking to Twitter, Facebook and buying Tumblr and asking users to go to twitter and post hashtags.
