Just got windows 7 facebook will not load and when I try to use window live it will say I'm not on line?

Just got windows 7 facebook will not load and when I try to use window live it will say I'm not on line?
I have norton security can this be blocking pages? Also a lot of pages it will say its not a safe site when I know it is.
When I try to pull up some website a pop up will come up that says Internet Explorer blocked this website from displaying content with security certificate errors. I never seen anything like this before

you may want to update your flash and java if it's a new computer or a new OS install

and dont use internet explorer, instead use firefox
