Whats wrong with my instagram?

So I'm trying to follow some people but every time I click "follow" it turns green saying"following" for
Iike a second then goes back to blue saying "follow" I tried everything from uninstaling the app to reinstalling & signing in and out but nothing is helping ,please help this is my secong instagram and in really don't wanna have to get my followers up again
