it is mostly used when they are saying follow this person. Followed by that symbol and then someones Profile name. or @

no, it means that they like something or don't like something
example:

strawberries >>> = omg strawberries are amazing
strawberries <<< = ew strawberries are gross

they're greater than and less than symbols
