Instagram notifications aren't coming to my phone?

All of my push notifications are turned on on my Instagram and all the notification settings for my phone are turned on too. However, when ever someone likes or comments on my photo or I get a new follower the notifications don't pop up on my lock screen, so I don't know that I have a notification until I go onto Instagram. Does anyone know what's wrong or how I could fix this? Thanks so much for your help!
