How to get a celebrity to tweet you back on Twitter?

Hi everyone! I really want to tweet this celebrity and get a response. The celebrity, who is an actress, that I want to tweet has fewer than 95,000 followers, just so you know.
First, what should I tweet? I mean, what would be something good to say that would kind of stand out from the rest of tweets, and would possibly make the celebrity want to tweet me back?
I know that I should tweet the celebrity when she is online, and is actively tweeting.
So, can you help me out a bit? Give me a few hints, advice, etc.

I sent Ashley Tishdale a fan video I made which me and 2 other friends of mine held cards written stuff like "You turn me on DAMN BABY." and she retweeted and replied saying "wow(:" about a year ago. You cab send your celebrity a thing you made or a fan pic-video. Just say stuff like please check this out i made it for you. Other than that often reply to whatever she/he says be honest and tell your ideas I am sure she will respond. My friend's friend is followed by Justin Bieber for like replying to EVERYTHING HE SAYS. lol it works. You can even change your name to thing like idk like directioners do "Zayn Malik's bitch" i think it works if you are a girl o.o glad I could help^_^

You can tweet them really FUNNY thigs NOT corny or perverted!...also, be realistic...some celebs tweet absolutely NO ONE...but some do...example, some one like Brad Pitt WONT tweet back...but most muscians and lower level actors ATTEMPT to interact on occasions!!...Hope this helps

When the celebrity is online on their twitter, tweet them please follow me, I'm your bighest fan or whatever and keep following and unfollowing them. That will get their attention
