How to make a facebook fan page that's not for advertisement?

I'm trying to make a fan page on facebook that has one of those dorky sayings as it's title but facebook won't let me use the name whenever I try to input it. It says it doesn't follow guidelines but I've checked and it does. Im not trying to advertise anything. Just trying to make one of those funny pages (ex. I trip up the stairs). I don't want to make a group though so how do i do this? All those other pages made themselves somehow and they're not advertising.

You just have to select the option "Community page" while you are creating it. This guide will explain you how to create a page on Facebook:
