Why Cant I have an instagram account ?

Hey Ma friends
I signed up for instagram for the first time a few minutes ago
instagram asked me for name and email and other things and then I was signed up ,even showed a list of suggestions (people I can add) and then suddenly it went to a page and asked me for user name and password and when I enter these ,there was an error : "Your account has been disabled becuz youve violated our terms of service "
I made 3 accounts and this happend every time !
and the usernames cant be taken again ,it says these names has been taken !
I cant have instagram
please help me (
p.s : I live in Iran and some say that instagram maybe filtered ,but ma roommate can access
