First of all , this is a fiashing related metaphor built on the "took it hook line and sinker" which means they believed it, or bought it completely.

sounds like they have made an attempt at reaching someone (sent out a line) maybe an app for a job? maybe an idea for a product? anyway, then he is obviously hoping for a complete buy-in by whoever he sent the "line" to

the hashtag hls and hashtag baitahook are baits to cause you to link their blog or site and get it bigger ratings see below article:
