I have a small business website myself and I have had excellent experience using Google Adsense. This allows you to create an ad paying only what you can afford and for however long you want the ad to run. Then your site is promoted on Google. You can create a Facebook page for your site and run an ad campaign on Facebook. This is similar to Google's Adsense. But of course word of mouth is always best!
