I deactivated my twitter account and want to register new account using the same email. They give me this message "This email is already registered. Want to login or recover your password?", What should I do ?

if twitter is like the FB process, after deactivation you still can use it again or it will welcome back you in within the days limit from deactivation date. so if it gave you that message that it is registerd, all you need to do is log in again using that mail address and the password. see how it will welcome you.

You can only make a new account using a new email address. If you want your old email to be used in your twitter, then you have to activate that account again.
