I have found an,old work friend on Facebook, and on their profile it says Add friend on the left, and Subscribe on the right. Does this mean my friend has sent me a friend request in the past and I didn't notice it?

No you can add him and he will accept the subscribe part is just to subscribe to his public updates they changed it to add friend instead of send request. if he added you and you havent accepted it would say respond to friend request

If it shows "Add Friend" it means you can add him/her. If the person has send you request it won't show "Add friend" it would have shown "conform or delete" And the subscribe part is for those who just want his/her public updates.
