My Instagram won't let me follow people! Please help!?

I was following a lot of people so I decided to unfollow some ghost followers. Once I unfollowed about 60 people, I tried to follow one back after they liked a couple of my photos to show they weren't a ghost follower, I tried to follow back but I couldn't! I really need help because I want to follow more people I'm only following about 390 people! The button will turn green or gray if requested but then it'll turn blue again like I'm blocked but I'm not! I've tried restarting my device, I've logged out of IG, I've even deleted the app? Is there a amount of time to wait? I've even tried logging on onto my iPod! It's not working on my iPhone, please help!
