Okay so ive been seeing that people post a picture on twitter but when you touch it to open it on an iphone or mobile it changes to another kinda like it changes when you open it helpp

it's not a special effect, though, if that's what you're asking. you can't just apply it to any picture you want. it's just that one picture above that the artist made do that.
