What and how do you find "Faded" filters and Ig themes?

I see on instagrams like http://instagram.com/drowningintears (the colored pictures) it look kind of faded and on other instagrams too, it looks like a grey or white sort of filter I guess? I dont know how to describe it. But does anyone know what a filter like that would be called or what app I could use to get something like that
Also, there are instagram pages with pictures like this http://m.weheartit.com/entry/95246123 (I know it's weheartit) but, what do you search to find a picture like that and what website if you know.
