deactivated Facebook account?

when it says " This account has been deactivated. you can only see the person on your friends list. You have the option to unfriend the person"

And you can't search them or message them

what does it mean??
And does it mean they blocked you or what??

If your facebook is deactivated then you wouldn't be able to use the facebook facilities such as messaging or searching them on that site.
