How do you "talk about a page" on facebook?

To get a better understanding of what I'm referring to check out this facebook page : http://www.facebook.com/#!/pages/Express...85?sk=info

It states that 13 people are talking about that page. I only know how to like a page on fb so far not "talk about it" how can I participate in that? Is there a button I click?

when you post on facebook do @ And than The Pages name to talk about the page on facebook
