are there any programs i could download that would block advertisements on IM programs such as Msn and paltalk?
I have one that works in my browser but only on firefox but i have none that block ads that pop up in Im programs for example on paltalk where if you join a chatroom the bottom half of the room has huge advertisements popping up

Every interactive site costs a whole heap of money to keep going. The money has to come from somewhere. You get the service for free, so the site has to be financed by ads

Web browsers control the appearance of web pages so it is possible to use software such as AdBlock Plus to remove advertisements from the raw HTML code before the page is rendered. Standalone software such as Windows Live Messenger (which you refer to as MSN, the old name for the technology) are self-executed and so it is not possible to use third party software to hide the adverts. It may be possible on software which is open sourced (so the code is published publicly) but this is definitely not the case in any of Microsoft's programs, including Live Messenger.

The best solution is to use IM software that does not display adverts. I recommend Trillian, which supports Windows Live (MSN), Yahoo!, MySpaceIM, AIM, Google, ICQ, Jabber, Skype and IRC and also allows you to manage your Email, Facebook, and Twitter, all in one program. The best thing is, it's completely free. See below for the link.
