How does NASDAQ choose an IPO starting price?
I know that Facebook set the initial IPO price at $38 for big banks and institutions, but it started at $42 when the market opened to everyone else. Why?

Because buyers wanted it so badly that was what they offered to pay when the market opened.

The IPO is actually based on valuation by an investment bank or the underwriter.
The price is determined by so many factors including the growth of the company market sentiments, valuation of it's assets etc.

Yahoo has an active lawsuit against Facebook. Don't let anyone you know buy stocks. Invest in local businesses or start your own.
