There was no categorizing when twitter first started out so "People" came up with a way to do it themselves. The began using the # (hash mark) as a tag at the end of their tweets so others could punch in #(whatever) an bring up all the tweets that related to that category.
It is called Hashtag now. So if you want to comment about something and want persons to be able to read it and comment you will put # and your subject at the end. Like Oh I know now #Rachael.

Hashtags are used for many different reasons. Most teens just use them to summarize their sentence with one word at the end or to add some sort of elaboration on their feelings. They're supposed to be used for outing your tweet in a category so other twitter people can see what you have to say about that subject. If you click on a hashtag it will bring you tons of other tweets that used the same hashtag. Someone can hashtag your name but it doesn't mean anything, like you won't get a notification for it. If some actually tags your name by using the @ sign then you will receive a notification for that Smile
