Is there any program for picture filters except photoshop?
for my laptop
like all these instagram filters
i have photoscape too
i am looking for simple software program that i can install on my laptop, because most of the features on picmonkey that i need are paid

Corel and Gimp. Gimp is free.

There is also Irfanview for quick image adjustments. It can also do batch jobs in one go.
