Tweets: A twitter message that gets sent out
Followers: People that subscribe to your tweets
Tweeps: Your followers
Tweeple: Your followers

If you see a tweet like this

"RT @username blah blah blah blah"
RT stand for re-tweet, then the persons username, then their message. People re-tweet other peoples messages so that it gets broadcasted to their followers as well as the original persons.

First of all u have to have followers (subscribers). Those are the only people who your tweets show up for. People won't really ever see your tweets if they aren't following you, but if they are, it will show up on their twitter home page in "recent tweets from friends" or whatever .

As for what to tweet, just about your life. Follow some people on twitter (so that their tweets show up on your home page) and see what they tweet about for examples. Check out http://wefollow.com to see a good list of who are the most popular people to follow on Twitter.

Twitter is great... it really depends what you wanna do with it. You can launch a revolution...lol...or just keep it as a journal to keep up with friends or family. If you have a business you can use twitter for marketing purposes. You can add your cell phone number so you receive the tweets on your phone.
Best is to add people you know and have twitter accounts. You can also log on to your email account and invite people to twitter.
It can get addictive.
