View someones Ghost followers on Instagram?

Hello,

Is there a way I can see someone's ghost followers on instagram?

I know how to view my own, but someone is trying to sell me an account of 240K for $25

that isn't a bad thing BUT I do know you can buy (inactive) followers and that is not what I want.

He swears they are real, and his (1) photo got 10k likes BUT i know you can pay for those as well!!

Ive already looked through the followers feed, and there are a few inactive accounts,

is there a way I can veiw them all?

Those followers are not very useful.
