You can't change your profile picture while on a mobile device (there is no way to upload) unless you link your Yahoo Account to Facebook, so the profile pictures transfers over.

Link and unlink your Yahoo account with Facebook, Twitter, and other social networks - http://help.yahoo.com/kb/index?locale=en...id=SLN2958

When you're on a computer, go to http://profile.yahoo.com and upload a picture.
