How do you make a collage with gifs?

im trying to make and edit where there are gifs and regular jpg. pictures? like the ones on instagram and tumblr. How do you makes those? do you need certain apps?

Most paint programs can open both of the formats you listed (GIF, JPG).

Your question is different to your details. Your question asks about making a collage with them, when your details say you don't know how to make gifs..

If you have gifs saved on your computer, you could use powerpoint to put them all on and join them together.. Although it might not save in gif form.
