how much time should i wait before applying in google adwords?
I had completely designed my website and in few days i am going to host it. My question is that can i also simultaneously apply for the google adwords or should i wait for 2 or 3 months? As i had heard that its activation is not so that easy.

I haven't heard timing recommendations, you probably should be indexed by the Google search engine first, a bigger issue is the content of the site, it it's a blog style site where content is gradually it may take a while to write perhaps 5 or more original, quality articles to meet their content requirements.

It's possible that a site can rank in the search engines a bit quicker if it is not loaded with ads, they are generally a negative factor, there is a guideline that less than the content area (excluding headers, nav menu etc) should be advertisements. Since you will have little traffic at first and eventually need tens of thousands to hit the $100 payout level there is probably no rush to include ads at the beginning.

Google add words does get expensive, I used Google ads and Facebook, I got a much high return from advertising on facebook and a lot CHEAPER

Good question.

Are you doing the design yourself or is someone else doing it for you? If someone else is doing it for you. You can set up your adwords account in anticipation of the site. If need be. You can do keyword research and even create different campaigns and ad groups in anticipation of the finished website. Obviously you should have some idea of how the site is going to be like and what sort of products and services it will offer.

However, if you are designing your site yourself, there there is no real rush to quit your designing and focus on Adwords. Adwords approval takes an immaterial amount of time to activate when you first register and then you can start working on it.

I would actually say, finish the site before working on Adwords because sometimes when developing a site you may make content choices which will change what you offer by the end of that time period. E.g. you decide to add something new or leave something out. So, it's best to wait for the site to go live. this is paticularly important because often your campaign and ad group structure will closely mimic your website. So it's good to have a working site up.

Lastly.. Before you send paid traffic to your site. make sure you actually test your new website thoroughly. get friedns and family to test your site, you can even hire usability testers from the site http://www.browsershots.com to preview your site on 150+ different versions of web browsers to ensure they are working fine.
