I've never heard of such a thing but I did some research for you and it seems like most of them are fakes designed to make you complete surveys. I don't see how a tracker couldn't be possible, but I find that it would be useless in some cases. Obtaining the IP of someone is pretty worthless unless you have a suspect and you just so happen to know his/her IP. Getting the username is helpful, but since some people don't have an account it's pretty worthless as well. I suggest you just block them, people on ask.fm are mean and they strive to get a reaction from you. Cutting them off is the only way you can get rid of them. Just remember nobody else's opinion matters but your own, don't care about people that don't care about you.
