Is getting 10 backlinks in high authority website better than 100 in other bad ranking websites ?

an authority site link can be worth 1000x a junk backlink. Google page rank is on a log scale of sorts, a pr2 may have 10 times the power of a pr1 link, a pr3 100x the power.

a general guideline that often applies: the easier a link is to get, the less valuable it is, thanks in art to spam bots diluting the value of those easy comment and forum links.
