Because it is an illegal riot engineered by thug like foreign empires.

Which country isn't scared of riot that could ruin the whole city ? Look at the L.A Riot, which was said to have once turned Los Angeles into a ghost city.

Also, the daily riots of the wealthy cities asking for independent from their associated states also cause the Indian government a lot of headache.

No government likes to see riots, that is for sure !

Jasmine flowers are not banned in China. How would I be able to buy Jasmine flower tea there if the flowers were banned?

There were some local bans in 2011 because of the Jasmine revolution, but I haven't heard anything about it since then.

The jasmine flower is not banned in China. Jasmine tea is quite popular. When I left China in 2012, there was concern over the word "jasmine" being used as a code word for revolution (from within China's borders, not from outsiders as another answer has indicated) and the word was censored in social media.

There was also censorship over the word for "river" (jiang) because it was being rumored that Jiang Zemin was either dead or very ill.

Censorship comes and goes with various words in China.
