conversion from blogspot 2 my own domain name and blog?cost?

what is static and dynamic ip address when i asked a agency to start a new website for my blog they told these 2 things to me. do i need server room and routers am just right now using as a small scale and in future i may expand my site but no too much money right now.how much it will cost me in total in indian rupees for a complete website and which employees should i need like network admins , content writers etc. plzzz explain me briefly please any1. right now my adsense income touches more than 1 lakh dollars/month . so i think i should a site and allow direct marketing instead of being under google. what do u think should i proceed?
