I would like to make a free newsletter that does not require a download from a website.

That's a bit vague, so are they to read it online? do you have a web site, or want to create a web site just for that purpose, a free blog host like Blogger.com might be ideal if you don't mind it being publicly accessible and with archives of newsletter articles.

An internet marketer would typically use an email newsletter as a way to keep people engaged for a longer period of time, getting people to sign up for such a newsletter legally entitles you to mail promotional material as well.
