what is a faster Internet connection?

an internet 300 kilobytes and the ping is at 100 or an internet @ 200 kilobytes and the ping is at 50. i think its 200 kilobytes at the ping at 50 because it has a faster connection and it will get done with download faster.

It depends on what you are trying to do.

Low ping is necessary to play games online without lag, but the 300kb connection might still be able to download faster.

Its not correct. 300 kilobytes is faster. ping is something different. Ping is how fast in ms site answer but its in ms, download speed is important. Ping is different form countriy to country depends where is website located. So if website is located in New Yourk, and you ping site from New Yourk ping is faster than if you ping site from Russia. Anyway difference beatween 100 and 50 is nothing for download speed and you will not see any differece. If website have very high ping over 300 also in that case 300 kilobytes is faster than 200 kilobytes.

200kbps will have lower latency for games like shooters

it all depends on what you want to do with the connection.
double the latency doesnt mean anything when the other connection is 50% faster
