may be there is some problem with your Billing information so once again try with the correct information then you will get your account back.

There are few reasons for this situation
1) billing details given in the account was not matching with that of the card's(if hit is new card, just make a purchase and go for adwords)
2) Some times card providers decline to service adword when you going to use card first time
