Twitter question about finding a Tweeter: how easy?
Here's a question: if someone tracks you down from the Internet using unofficial means (connections in law enforcement, etcetera) what are the odds of them getting your information based off of your IP address? Would they only be able to get that information from your ISP? And would there need to be a court order or lawyers to get your personal information? Could a person with "connections" find your personal information without your knowledge or through legal means? Would they be able to legally publish your information or use that to harass you? I guess I'm a little more anxious about an online threat to find me (made by a jerk) than I should be. In terms of law enforcement, what kind of Tweets get police involved? When would an officer start looking for a Twitter user?

Warrants are needed before an ISP will release your details. Only when a court orders a warrant will they cooperate.
THere are no legal methods of harassment. Harassment, by it's very definition is illegal. Police only get involved if a threat is made or a clear case of harassment is occurring. One or two tweets will not warrant a police search. The person threatening you is now indulging in extortion - this is a police matter. If you are concerned, do 2 things: block them from your twitter account now. Once blocked, they can't harass you. If he persists, go to the police station and ask to talk to someone about this.
