I don't know what to name this?
My download speed is not fast but decent 400 kbps to 500 kbps max and thats when I'm downloading with a download manager........Task manager showing that my internet speed is around 3 - 4 mbps........so the question is why am I not getting the same speed when I'm playing online games......getting 300++ ping in RIFT......unstable ping in Black Ops 2 a few seconds its 50 ms and then it goes up to 400 ms.....

the amount of data you're downloading is bandwidth, while your ping is your latency. Online games only use around 50 kb/s max, and usually a lot lower. The latency is the time it takes for data to go from you to the server and back, and so having a high latency has nothing to do with how quickly you can download. Think of it like the difference between the number of lanes on a highway (bandwidth), and the distance that highway goes (latency). Your game is only using one lane, but it still has to travel the whole distance.

But to fix it, the only real options are to limit the number of things using your internet connection while you're playing or to connect to a server closer to you.
