how to complain on a web site?

By sending that website an email, describing about your conditions/why you are not satisfied

Or find a phone number there, and giving them a direct call

If the website has a forum, maybe you can complain on the forum, just follow the rules given on the forum

Some larger websites have messanger options, where you can chat directly to operators

Which one? Many sites have lots of info links at the bottom of their page, if you can find them in the top corner or tab bar

Many have a complaints procedure and a separate facility to report inappropriate content
Look for something along the lines of "Contact Us" or "about us" if you can not find an email reference or link

some have a complain or feedback option
some have a contact us page , some have a mail id on contact us page
if the website have mail id then mail your complain
otherwise go to website contact us page and fill the form and send the form detail , below the form having the send or sub,it or etc button
