How to close limited Paypal Account?

My paypal account is limited access and Ia m not allowed to close it, or remove my card. I really need to remove the card because it is a Vanilla Visa Prepaid card, and if i dont remove it Paypal will have it hostage and I will be unable to use it. Is there a way to bypass and remove the card or delete the account. I really do not want to contact Paypal by phone, i am very akward and i'll feel uncomfortable.
