How do I make one of those "become a fan" pages on facebook?
Well it's my friend who wants to make one. She wants to make a page called [my_name] (not saying it on here lol) so people can "become a fan."
How to make one of those?

simply open one of the pages you are a fan of, & scroll to the botton of the page. You'll find a "create a page" or something like that as a link there. Just click it & begin creating your page =)
